It would be rare to imposible for that action
to made on a mobile. Much is required to
change an image from say: .jpg to .tiff, .png
and so on.
It is not just a case of simply changing the
file extention, as the image contains info on
its compression within. And changes are best
made using the PC.
I bluethooth the images over, then using GIMP
on Linux to make any changes to the size and
format of the said images.
If you are using ms-windows, then whatever
image program you have installed, that does
the job.
Further to that, I can't really help more.
